Data Disclaimers
In a sentence: the Service produces opinion-based analysis of imperfect public data and forward-looking estimates that are estimates. It is not legal, tax, financial, investment, accounting, or engineering advice. You make your own decisions and are solely responsible for them.
This document supplements the warranty and limitation-of-liability sections of the Terms of Service. It binds every user and visitor.
Public-data accuracy
The Service draws on public sources (SDWA, ECHO, EFAS, agency procurement portals, federal designation overlays, audit and bond disclosures, industry trade press, archive snapshots) and aggregated contributor data. Each source carries its own latency, reporting cadence, and accuracy. We reconcile and time-stamp on ingest and surface a freshness indicator where reasonably possible. We do not warrant any record reflects the current real-world state, and we disclaim liability for any decision that depends on the recency or completeness of an underlying source.
Score components and dossier opinions
P3 readiness scores, distress scores, candidate band assignments, supplier opportunity scores, and any aggregated scoring output are our analytical opinion under a methodology we may revise from time to time. Methodology revisions apply prospectively; back-cast scores are illustrative. Dossiers (Library entries, auto-generated dossiers at /library/auto, sample dossiers, Investment-Grade Reports under separate SOW) are opinion-based analytical outputs. A dossier is not a recommendation to enter or refrain from any transaction, an offering memorandum, a fairness opinion, a fiduciary deliverable, or a substitute for independent due diligence.
Calendar, watchlist, and alert estimates
Forward-looking due-dates and trigger-event windows are estimates. Due-dates may move, be cancelled, or be unilaterally modified by an awarding agency at any time. You are solely responsible for verifying any due-date with the awarding agency before relying on it. Tier-1 alerts summarize a score-move or a trigger-event detection; the alert is not a buy or sell signal.

Links to third-party procurement portals, agency websites, or archive snapshots go to sites we do not control, endorse, or audit. We are not responsible for any harm from your use of those sites.
Tenant self-reporting
Win/loss math computed on data you log through your-bids is computed against your own submitted numbers and against publicly visible award outcomes. We do not independently verify the accuracy of your submissions.
Public surfaces are not an API
The public surfaces (Pulse, Explore Bids, topical pages, marketing one-pagers) display aggregated, redacted, or sample data for human readers. They are not a data feed and do not authorize scraping or aggregation. See the Acceptable Use Policy.
Marketing materials are not warranties
Marketing copy, sales presentations, blog posts, FAQ entries, glossary entries, and any communication outside an executed Order Form are not contractual representations. You expressly disclaim reliance on any marketing material in deciding to subscribe.
No professional advice
The Output is not legal, tax, financial, investment, accounting, or engineering advice. Consult your own qualified advisors before any transactional, regulatory, or operational decision. Water Hawk and Salian Defense owe you no fiduciary duty.
No representation about regulatory outcomes
The Service surfaces information about agency cycles, awards, federal designations, and similar artifacts. Nothing in the Output is a representation about how a regulator, agency, court, or tribunal will rule.
Forward-looking statements
The Service includes forward-looking content (calendar, trigger watch, M&A intelligence, IOU rebid windows). Forward-looking content is subject to risks, uncertainties, and assumptions. We have no obligation to update it.
Service availability
The Service is provided "as is" and "as available." It is continually improving and may be unavailable from time to time for maintenance, upgrades, or reasons outside our control. We do not warrant any uptime, latency, or freshness, and we do not credit or refund fees for any period of unavailability. All sales are final. See the Terms of Service Sections 2 and 3.
A confirmed defect or data-quality issue should be reported to [email protected]. We will investigate and correct where reasonable. Reasonable correction does not entitle you to retroactive damages.
