Operator tier pricing
$2,500 to $7,500 per month, depending on seat count and segment breadth. 3-month minimum commitment, monthly billing. The Operator tier includes the full 670 premium reports library at no extra charge.
The lock-in lets us keep the corpus current; the library inclusion is the answer to “what do I do between weekly drift reports.” Cancellation requests after the lock-end date are honored within one business day at [email protected].

Every U.S. public water utility gets an Infrastructure Readiness Score from 0 to 100. The score blends ten weighted components covering EPA ECHO compliance trajectory, SDWIS records, financial indicators, federal designations (CEJST, HUBZone, Opportunity Zone), capital pipeline signals from CWSRF and DWSRF, and consent decree posture. Utilities scoring 70+ are the High tier where structural P3 and infrastructure investment cases concentrate.
What is a deal scout?
A saved query against the Infrastructure Readiness Score universe. Pick a state, a top-N count, a segment (wastewater, drinking water, data-center cluster), and we replay it weekly. The drift report tells you what changed since last week: new entrants, dropped opportunities, score movement on systems you were already watching.
What comparable transactions are surfaced?
Comparable U.S. water utility P3 transactions and infrastructure investments. Each comparable carries the buying entity, capital structure, the year, and the trigger event that drove the transaction. Used to ground qualification when scoping a new pursuit.
