The per-muni scoring loader is live, but the chlor-alkali plant registry that anchors the chemical pillar is not in the production image yet, so we are withholding the composite ranking rather than publish scores that would understate every candidate. The full top-25 appears here once that registry ships. We do not show estimated or placeholder rankings in the meantime.
