Executive summary

U.S. tier-1 RNG candidates ended Q2 2026 at 327 sites, up from 298 at the close of Q1 and the highest count in twelve months. The increase is concentrated in the Midwest livestock digester pipeline (AgSTAR sites scoring up on improved pipeline-proximity infrastructure data) and in the Northeast POTW digester pipeline (where municipal water utilities are converting biogas streams to RNG inside larger LCRR-and-PFAS capital plans). EPA RFS approved-pathway additions ran at the highest pace since 2023 with 28 new pathways finalized during the quarter.

The capital-side story is somewhat less buoyant. Voluntary compliance markets softened in Q2, with several Northeast utilities reporting margin compression on offtake renegotiations. The federal RFS market remains the primary monetization path; the cellulosic biofuel D3 RIN traded in a $3.10 to $3.45 range during Q2, broadly consistent with Q1 but below the 2024 highs. Project pro-formas anchored against $3.50-plus D3 pricing should be stress-tested.

Spotlight / Three state programs leading Q2

California LCFS continues to drive Northeast-equivalent economics on West Coast projects via deficit-generator demand. Oregon Clean Fuels Program added two new fuel pathways during Q2. Pennsylvania PUC opened an RNG procurement docket that, if finalized as drafted, would establish the most-aggressive RNG procurement requirement east of the Mississippi. Federal RFS context for Q2

EPA finalized 28 new RFS approved pathways during Q2 2026, with the largest single category being livestock-digester sites adding to existing dairy or swine operations. Pathway approvals reduce the time-to-monetization risk on tier-1 candidates by between 4 and 9 months on average; the full quarterly carries the per-pathway approval list with the corresponding candidate match where one exists.

D3 RIN pricing held in a tight band during Q2 ($3.10 to $3.45 spot, with a Q2 average of $3.27) compared to the 2024 average of $3.86. Operators stress-testing project economics should anchor on $3.10 as a 25th-percentile case and $3.45 as a 75th-percentile case, not on the 2024 average.
