Component / Low importance
Legislative tailwind
State P3 enabling-statute strength and recent legislative-priority signaling.
What it captures
Legislative tailwind measures the strength of the state-level statutory and political environment for P3 transactions. Some states have explicit statutory frameworks that support municipal water and sewer P3s; other states require negotiated authorization on a per-deal basis.
The component reads statutory framework strength alongside legislative-priority signaling (recent bill introductions, executive-order activity, regulatory-agency posture moves).
Pennsylvania, New Jersey, California, and Florida score in the strong band on this component. Most Mountain West states score weaker. The pattern is structural rather than political; state-by-state P3 framework strength is largely a function of pre-existing infrastructure-finance practice.

Importance class
Low importance
Specific weight not published.
Why this importance class
Legislative tailwind carries a low weight because state-level framework strength is highly persistent over time and the signal carries less timing-of-action information than the more volatile components.
Edge cases
- Recent statutory changes take roughly eighteen months to surface in transaction patterns; the component picks up the change on the legal date but the analytical impact lags.
- Federal preemption of state water-utility regulation is rare but happens; these situations override the legislative-tailwind component.
