What it captures
Enforcement posture is a high-importance component because it captures regulatory liability exposure and operational competence in one signal. A utility with high enforcement velocity is either failing to meet compliance obligations, operating at the edge of treatment-system capability, or dealing with a particularly difficult source-water environment. All three correspond to elevated Infrastructure readiness.
The component reads rolling formal compliance failures alongside the underlying operational signal from monitoring data. Both inputs are normalized against a federal cohort baseline by system size and source-water type so utilities are not penalized for source-water characteristics outside their control.
Lead-crisis-legacy utilities (Flint, Newark, and similar) score high on this component for years after the underlying crisis is operationally resolved because residual enforcement velocity stays above the cohort baseline through the full replacement cycle.
