The color encodes its P3 readiness score on a 0 to 100 scale, derived from twelve underlying signals: EPA enforcement actions, NPDES permit status, chemical procurement cadence, municipal financials, infrastructure age, population trend, state P3 legislation, SRF funding history, PFAS exposure, capital funding gap, financial capacity, and data completeness.

The methodology updates as new violation, award, and financial data lands. Every score traces back to its source signal.
